Article XVIII was referred to the Committee on Engrossment. The Convention resolved into the Committee of the Whole to discuss the Article XIX. The committee reported their progress and Article XIX was taken up in the Convention, amended, and referred to the Committee on Engrossment. The report of the Committee on Ways and Means and Article XXI were then taken up.
