The Committee on Corporations Other Than Municipal submitted a minority report. The article on Executive Department was then referred to the Committee on Revision, Adjustment, and Enrollment. The Convention then resolved into the Committee of the Whole taking with them the report of the Committee on Preamble and Bill of Rights. The Committee of the Whole reported back to the Convention the report under consideration and referred it back to the Committee on Preamble and Bill of Rights. The report of the Committee on Military Affairs was then taken up and referred to the Committee of the Whole.
