The Civil Rights Act of 1875

(August 29, 1835 — April 10, 1921) Hailey was an American politician and businessman. John Hailey was born in Smith County, Tennessee and moved to Idaho in 1862 after living in Missouri and Oregon. Hailey served as a private and a lieutenant in the Rogue River Indian War in 1855. After moving to Idaho, he worked in agriculture, stock raising, and mining. Hailey served as President of the Territorial Council of Idaho in 1880, after serving as a Democrat to the Forty-Third Congress from March 4, 1873 to March 3, 1875.
