United States Fourteenth Amendment & The Civil Rights Act of 1866

"(June 18, 1821 -- April 20, 1881) Rowland Ebenezer Trowbridge was a farmer, public servant, and an American politician. Trowbridge was born in Horseheads, Chemung County, New York and moved with his parents in 1821 to Oakland County, Michigan. He served as a member of the State senate from 1856 to 1860 and was a Commissioner of Indian Affairs in 1880 and 1881. He was elected as a Republican to the 37th, 39th, and 40th Congresses (March 4, 1861 - March 3, 1863 & March 4, 1865 - March 3, 1869). He was not elected to 38th Congress and 41st Congress. During his time as a congressman he served as a chairman on the Committee on Agriculture (40th Congress).
