The Civil Rights Act of 1875

(October 20, 1836 — May 4, 1905) Milton Isaiah Southard was an American politician and lawyer. Southard was born in Hanover, Ohio in 1836. He graduated from Denison University, after which he studied law and was admitted to the bar in 1863. Southard was elected as a Democrat to the United States House of Representatives and served from March 4, 1873 to March 3, 1879. After serving in Congress, he moved to New York City and practiced law until his death in 1905.
