United States Fourteenth Amendment & The Civil Rights Act of 1866

(27 September, 1823 -- 5 July, 1905) Cobb was an American lawyer, soldier, and politician. Born in Crawford County, Ill., Cobb moved to Wisconsin in 1842. Cobb served in the Mexican War and during the Civil War was the colonel of the Fifth Wisconsin Infantry and the Forty-third Wisconsin Infantry. Cobb was elected as a Republican to the Thirty-eighth and to the three succeeding Congresses.
