Charles O'Neill

United States Fourteenth Amendment & The Civil Rights Act of 1866

(21 March, 1821 -- 25 November, 1893) O'Neill was an American lawyer and politician. Born in Philadelphia, Pa., O'Neill studied law and was admitted to the bar in 1843. O'Neill served as a member of the State house of representatives from 1850 to 1852 and in 1860. O'Neill also served as a member of the State senate in 1853. O'Neill elected as a Republican to the Thirty-eighth and to the three succeeding Congresses.
