(December 31, 1817 — June 1, 1891) William Howard, a Representative from Ohio; born in Jefferson County, Va., December 31, 1817; attended the common schools; studied law; was admitted to the bar in 1840 and practiced; moved to Batavia, Ohio; prosecuting attorney 1845-1849; served in the war with Mexico and was made second lieutenant of Company C, Second Regiment, Ohio Volunteer Infantry; member of the State senate 1850-1852; elected as a Democrat to the Thirty-sixth Congress (March 4, 1859-March 3, 1861); commissioned major of the Fifty-ninth Regiment, Ohio Volunteer Infantry, on August 11, 1861, and served until February 24, 1863; resumed the practice of law; died in Batavia, Ohio, June 1, 1891; interment in Union Cemetery.
