The Civil Rights Act of 1875

(May 28, 1836 — November 13, 1905) O’Brien was an American politician and lawyer. William James O’Brien was born in Baltimore, Maryland and later attended St. Mary’s College. He studied law and was admitted to the bar in 1858. O’Brien was elected as a Democrat to the United States House of Representatives and served from March 4, 1873 to March 3, 1877. After serving in Congress, O’Brien was appointed judge of the orphans’ court of Baltimore and served until his death in 1905.
