The Civil Rights Act of 1875

(August 19, 1826 — November 20, 1907) James Stewart Martin was an American politician and lawyer. Martin was born in Scott County, Virginia in 1826 and moved to Illinois in 1846. He served in the Mexican War with the First Regiment of Illinois Volunteers, after which he studied law and was admitted to the bar in 1861. He served again in a war, this time serving in the Union Army during the Civil War. He was a colonel and brigadier general before mustering out in 1865. Martin was elected as a Republican to the United States House of Representatives and served in March 4, 1873 to March 3, 1875. After serving in Congress, he acted as commissioner of the Southern Illinois Penitentiary starting in 1879.
