The Civil Rights Act of 1875

(November 13, 1837 — May 31, 1883) Rapier was an American politician, lawyer, and cotton planter. James Rapier was born in Lauderdale County, Alabama, as a free Black. He served as a notary public (1866), and member to the State constitutional convention in 1867, among other offices. He was elected as a Republican to the Forty-Third Congress from March 4, 1873 to March 3, 1875.
