Norton P. Chipman

The Civil Rights Act of 1875

(March 7, 1834 — February 1, 1924) Chipman was an American politician, judge, businessman, and lawyer. Norton Chipman was born in Union County, Ohio and moved to Iowa in 1845, where he studied law and was admitted to the bar. During the Civil War, Chipman enlisted in the Union Army and after the war, settled in Washington D. C. He was appointed the secretary of the newly established Territorial government there in D. C., and was later elected as a Republican from the Territory to the Forty-Second and Forty-Third Congresses from April 2, 1871 to March 3, 1875.
