The Civil Rights Act of 1875

(December 19, 1808 — October 16, 1880) Henry Donnel Foster was an American lawyer and politician. Foster was born in Mercer, Pennsylvania in 1808. He graduated from College of Meadville and was admitted to the bar in 1829. Foster’s political career began when he was elected to the United States House of Representatives as a Democrat and served from March 1843 to March 1847. After which, he served in the State House of Representatives from 1857 to 1859. Foster again served in the United States House of Representatives from March 4, 1871 to March 3, 1873. After serving in Congress, he continued to practice law until his death in 1880.
