The Civil Rights Act of 1875

(January 28, 1813 — September 9, 1896) Joseph Mabbett Warren was a businessman, banker, and politician. Warren was born in Troy, New York where he later received an education in local schools and at the Rensselaer Polytechnic Institute at Troy. In 1834, he graduated from Washington College (now Trinity College) in 1834 and afterwards worked in New York as a clerk before returning to Troy and working in a grocery business. Eventually Warren became a director of the Bank of Troy and the United National Bank of Troy, and the president of the Bank of Troy. He was elected as a Democrat to the United States House of Representatives and served from March 4, 1871 to March 3, 1873.
