The Civil Rights Act of 1875

(December 26, 1823 — November 22, 1876) Shafer was an American politician, lawyer, and judge. Jacob Shafer was born in Rochingham County, Virginia and moved to California in 1849 after graduating Washington College (now known as Washington and Lee University), and studying law at the L. P. Thompson Law School. In California he was admitted to the bar and practiced law until being elected as the district attorney of the fifth judicial district in 1850 and served as Mayor of Stockton, California from 1852 to 1853. Shafer moved to the Idaho Territory in 1862 and was later elected to represent the territory as a Democrat in Congress from March 4, 1869 to March 3, 1871.
