The Civil Rights Act of 1875

(September 24, 1823 — November 29, 1913) Smith was a printer, businessman, and politician. William Jay Smith was born in Birmingham, England and immigrated to the United States. After settling in Orange County, New York, he became a printer and moved to Tennessee in 1846. During the Civil War, Smith enlisted in the Union Army and served from 1861 to 1865. After the war, he served in the State House of Representatives (1865-1867) and the State Senate (1867-1869, 1885-1887). Smith was elected as a Republican to the United States House of Representatives and served from March 4, 1869 to March 3, 1871. After serving in Congress, he returned to Tennessee and worked in real estate and banking.
