United States Fifteenth Amendment

"(December 3, 1829 -- December 18, 1909) Green Berry Raum was a(n) lawyer, soldier, general, railroad builder, commissioner, and American politician. Raum was born in Golconda, Pope County, Illinois. He studied law and was admitted to the bar in 1853. He served in the Union Army as major in the 56th Regiment Illinois Volunteer Infantry, and was promoted to brigadier general where he resigned his commission May 6, 1865. He was appointed United States Commissioner of Internal Revenue (1876-1883) and United States Commissioner of Pensions (1889 -1893). Green was elected as a Republican to the 40th Congress (March 4, 1867 - March 3, 1869) and was not reelected in 1868.
