A delegate from the Eighteenth District, the thirty-one year old teacher lived in Sackman, presently Tracyton, on Puget Sound.
He was born in Pennsylvania in 1858. At the time of the Convention, he was superintendent and teacher in a school near Silverdale.
Dickey served on the following committees: Education and Educational Institutions; Miscellaneous Subjects, Schedule and Future Amendments; State, School and Granted Lands.
