William W. Phelps Visualize (August 24, 1839 — June 17m 1894) Phelps was a lawyer, judge, businessman, and politician. William Walter Phelps was born in New York City and moved to New Jersey after graduating from Yale and practicing law in New York City until 1868. Phelps was elected as a Republican to the Forty-Third Congress from March 4, 1873 to March 3, 1875. He was again elected to the House of Representatives and served from March 4, 1883 to March 3, 1889. After serving in Congress, Phelps served as a special judge of the court of errors and appeals of the State of New Jersey in 1893.
