But as[+e672746] the present situation of the [+e672746 -e739936]States may probably alter as well in point of wealth as [+e672746]of the United States [+e739936]in the number of their inhabitants t[+e672746]pportio[+e739936]hat [+e672746 -e739936]t[+e672746]h[+e672746 -e739936]e Legislature be authorised from time to time to augment t[+e672746]enlarged by addition of territory, or [+e739939]he number of representatives: and in case any of the States shall hereafter be div[+e672746]s[+e739936]ided, or any two or more States united, or any [+e672746],[+e739936]new State created[+e672746]of the U. S. [+e739936] within the limits of the United States the Legislature shall possess authority to regulate the number of represen[+e672746]t[+e672746 -e739936]atives in[+e672746] any of the[+e672746 -e739936] foregoing cases upon [+e672746], according to the provisions hereafter mentioned[+e739936]t[+e672746 -e739936] [+e739700][+e739936]

Provided always that [+e739700]di[+e739705 -e739901]re[+e739705]presen[+e739901]c[+e739705 -e739901]t[+e739705] [+e739705 -e739901]Tax[+e739700 -e739901]ation ought to be proportioned according to [+e739700]di[+e739901]re[+e739700]c[+e739901]presen[+e739700 -e739901]t[+e739700] Tax[+e739901]ation[+e739700],[+e739901];[+e739899 -e739901] and in order to ascertain the alteration in the [+e739899]di[+e739901]re[+e739899]c[+e739901]presen[+e739899 -e739901]t[+e739899] Tax[+e739901]ation which may be required from time to time by the changes in the relative circumstances of the States — Resolved that a Cen[+e739899]six[+e739917]sus[+e739899 -e739917] be taken within two years from the first meeting of the Legislature of the United States, and once wi[+e739899]Ten[+e739921]thi[+e739899 -e739921]n the term of every ___ years afterwards of all the inhabitants of the United States in the manner[+e739899],[+e739899 -e739901] and according to the ratio recommended by Congress in their resolution of[+e739899] April 18[+e739901].
