The Convention considers the Committee of the Whole report on Substitute Propositions Number 107, 140, 103, and Substitute Section 7 of Substitute Proposition Number 33 and agrees with the Committee recommendation to pass the propositions as amended. The Substitute Propositions are referred to the Committee on Style for engrossment.

A PROPOSITION

No. 103.

Introduced by Mr. Cassidy, of Maricopa County.

A Proposition Relative to Establishment of Legislative Bureau of Research.

IT IS HEREBY PROPOSED:

That a Legislative Bureau of Research is hereby established. Said Bureau shall maintain an office at the Capitol, and said office shall be kept open the entire calendar year. It shall be in charge of a person to be known as the Legislative Secretary, who shall be thoroughly versed in the sciences of history, political economy and government.

The term of office of said Secretary shall be four years, and he shall be appointed by the Governor. Said Bureau shall be under the supervision of a commission, composed of the Governor, the Attorney General, and the President of the Senate. The functions of said Bureau shall be prescribed by the Legislature, which shall also enact such laws as are necessary to make such Bureau effective.
