Substitute Propositions Number 66 and 78 and Propositions Number 127, 28, 13, 16, 129, and Memorial Number are postponed.

Your Committee of the Whole begs leave to report and to recommend as follows:
That it has had under consideration Proposition Nos. 116, 104, 98, 76 and recommend that they be indefinitely postponed.
That it has had under consideration Proposition Nos. 66, 78, 127, 28, 13, 16, 129 and Memorial No. 1 and recommends they be referred to the Committee of the whole for the afternoon session, November 26th, 1910.
That it had under consideration Substitute Proposition No. 54 and that as amended it do pass.
