Mr. President:
Your Committee of the Whole begs leave to report it has examined Substitute Proposition No. 6 and Substitute Proposition No. 22 and Proposition No. 131, 115, 55, 102 and respectfully recommends that Substitute Proposition No. 6 be adopted as amended; that Proposition No. 131 be indefinitely postponed; that Proposition No. 115 be indefinitely Postponed; that Proposition No. 55 be indefinitely postponed; that Proposition No. 102 be indefinitely postponed; that Substitute Proposition No. 22 pass as amended.
