The Convention considers the Committee of the Whole report. Substitute Proposition Number 15 and Proposition Number 72 are read a third time and referred to the Committee on Style. Substitute Proposition Number 125 and Proposition Numbers 88, 47, 108, 91, and 50 are adopted as amended, read a third time, and referred to the Committee on Style. Propositions Number 42, 46, 128, 30, 111, 51, and 117 are postponed until Substitute Proposition 21 comes up for consideration. Proposition Number 28 and Memorial Number 1 are postponed until the Committee on Public Lands presents its report. Propositions Number 41, 73, 100, 44, and 95 are indefinitely postponed. The Committee on Legislative Department presents a report on Propositions Number 103, 85, 87, 32, 84, 140, and Section 7 of Proposition Number 33. The propositions are referred to the Committee of the Whole.

Phoenix, Arizona, November 19, 1910.

Mr. President:

Your Committee on Judiciary begs leave to report it has examined Proposition No. 88 and respectfully recommends that said Proposition be amended to read as follows:

"The legislature or the people shall enact an equitable and sufficient employer's liability law or laws for the protection and safety of employers in all hazardous occupations. And recommend that same be adopted."

Your Committee further recommends that in the opinion of the majority of your Committee the above words will meet all necessary requirements and limitations. That section 2 of said Proposition No. 88 with the above Substitutes adopted would be surplussage. That sections 3, 4, and 5 are fully covered by other provisions adopted or under consideration.
