The Convention considers the Committee of the Whole report. Substitute Proposition Number 15 and Proposition Number 72 are read a third time and referred to the Committee on Style. Substitute Proposition Number 125 and Proposition Numbers 88, 47, 108, 91, and 50 are adopted as amended, read a third time, and referred to the Committee on Style. Propositions Number 42, 46, 128, 30, 111, 51, and 117 are postponed until Substitute Proposition 21 comes up for consideration. Proposition Number 28 and Memorial Number 1 are postponed until the Committee on Public Lands presents its report. Propositions Number 41, 73, 100, 44, and 95 are indefinitely postponed. The Committee on Legislative Department presents a report on Propositions Number 103, 85, 87, 32, 84, 140, and Section 7 of Proposition Number 33. The propositions are referred to the Committee of the Whole.

Your Committee of the Whole begs leave to report and recommend as follows:

That it has had under consideration Substitute Proposition No. 15 and recommends that it do pass as amended.

Propositions Nos. 44, 73, 100, 41, 95 and recommend that they be indefinitely postponed.

Substitute Propositions Nos. 125, 58, 50 and recommend that they be adopted as amended.

Proposition No. 72 and recommend that it be adopted.

Proposition No. 47 and recommend that it do pass as amended in the minority report.

Propositions No. 42, 46, 120, 30, 111, 51, 117 and recommend that consideration be postponed until Substitute Proposition No. 21 is before the Committee of the Whole.

Proposition No. 108 and that it do pass.

Proposition No. 91 and that it do pass as amended.

That consideration of Proposition No. 28 and Memorial No. 1 be deferred until Substitute Proposition Number 78 is before Committee of the Whole.

Substitute Proposition No. 88 and that as amended it do pass.
