Your Committee on Legislative Department, Distribution of Powers and Apportionment, begs leave to report it has examined Proposition No. 89 and respectfully recommends that said Proposition No. 89 be indefinitely postponed inasmuch as the subject matter is now fully covered by Federal Statute.
