MR. PRESIDENT:

A minority of your Committee on Executive, Impeachment and Removal from Office, begs leave to report it has examined Proposition No. 18 offered by the majority of said committee relative to Recall and respectfully recommends that the following annexed provision be substituted therefor:

D. L. CUNNINGHAM.

Section . . Every elective public state, county, district and municipal officer shall be subject to recall by the people of Arizona by the filing of a recall petition signed by not less than twenty-five per cent of the qualified electors within the electoral district from which any such officer sought to be recalled may have been elected or if appointed to fill a vacancy therein, appointed. Provided the legislature shall at the first session enact such just and equitable laws as will carry this section into effect: Provided such laws shall provide for notice to the officer of filing the petition and the reasons therefor; and the payment of the necessary special Recall Election Expenses of the officer sought to be recalled; and the whole expense of such special election by any petitioners filing a second such petition against the same officer during the same term; and provided further that the legislature shall provide for the filling of any vacancy caused by any recall election.
