The Convention receives a petition from the residents from Wellton, a telegram from Prescott, and a telegram from Washington D.C. The Committee on Finance reports the weekly expenses. The Committee on Style and Revision presents its report on Proposition Number 68, which is adopted by the Convention as reported. The Committee of the Whole reports on Substitute Proposition Number 4, which is adopted as amended in Committee.

Mr. President: Your committee of the whole begs leave to report it has examined Substitute Proposition Number 4, and respectfully recommends that the same be amended by substituting for the eighth paragraph thereof and the minority report upon said proposition appearing on page 11 of the printed report of the committee on legislative department, same being signed by Cunniff, Weinberger and Cassidy.
That the amendment of Mr. Ellinwood to said Substitute Proposition Number 4 striking out the words in line 13, page 6, ‘the legislature or’ and in lines 19 and 20 on page 9 ‘or any measure referred to the people by the legislature was reconsidered, after which Mr. Ellinwood withdrew said amendment with the consent of his second.
The committee of the whole further reports and recommends that Substitute Proposition Number 4 as amended do pass, the blanks therein to be filled upon the report of Committees on Schedule and Mode of Amendment and Miscellaneous, and Counties and Municipalities.
