The Committee creates a report on Propositions Number 69 and 82, a a substitute to Proposition Number 82, and a minority report on Substitute Proposition Number 82, which are referred to the Convention for consideration.

Mr. President:
Your Committee on Judiciary begs leave to report it has examined Proposition No. 82 and respectfully recommends that Proposition No. 82 be indefinitely postponed inasmuch as your Committee has prepared a Substitute therefor and report such Substitute herewith with its recommendation that the Substitute Proposition be passed.
