No. 93.

Introduced by Mr. H. R. Wood, of Yavapai County.

A Proposition Relative to Lobbying.

IT IS HEREBY PROPOSED:

Section 1. No person shall be permitted on the floor of either House of the Legislature from the time of the temporary organization of such House to and until its final adjournment, except members of the Legislature, employees of the Legislature, and officers of the State Government, except when the Legislature, or either House thereof, is sitting as a Court of Impeachment.

Sec. 2. The Legislature shall pass laws and adopt rules in accordance with Section 1 of this Article, and shall, further, pass suitable laws and adopt suitable rules regulating the opportunities of others than members of the Legislature to persuade such members in regard to their votes, to the end that special privileges be not granted to special interests to the curtailment of equal opportunities for all the people: Provided, further, that the Legislature shall prescribe proper penalties for any violation of said laws.
