Your committee of the whole begs leave to report that it has examined Propositions Nos. 63 and 123, 68 and 98, and respectfully recommends that Proposition Number 63 do not pass; that Proposition Number 123 do not pass; that Proposition No. 68 do pass and that Proposition No. 98 be re-referred to the Committee on Preamble and Declaration of Rights.
