The Undersigned minority of the Committee on Legislative Department, Distribution of Powers and Apportionment, submit the following:

Committee Proposition Substitute No. 4 is hereby amended by striking out the eighth paragraph thereof and substituting the following:

The powers of the Initiative and Referendum reserved to the people by this Constitution, for the State at large, are hereby further reserved to the qualified electors of every county, as to all local and special legislation or action, in the administration of county government of every character in or for their respective counties and such counties may prescribe the manner of exercising the Initiative and Referendum powers as to their local or special legislation. Not more than…….per centum of the qualified electors may be required to order the Referendum, not more than……..per centum to propose any measure by the initiative in any county.

The Initiative and Referendum power are hereby further reserved to the qualified electors of every city and town, as to all local, special, and municipal legislation of every character in or for their respective municipalities. Cities and towns may provide for the manner of exercising the Initiative and Referendum power as to their municipal legislation. Not more than…….per cent. of the qualified electors may be required to order the Referendum, nor more than………per cent. to propose any measure by the Initiative in any city, town or municipality.
