No. 77.

Introduced by Mr. Thomas Feeney of Cochise County.

A Proposition Relative to Militia and Public Defense.

It is hereby proposed:

The Military shall at all times be held in strict subordination to the civil authorities. Civil power in this State shall never be replaced or suspended by martial law except as hereinafter provided. The state Militia shall never interfere in industrial pursuits except to preserve order and enforce the mandate of the people. The Governor shall call the Legislature into extraordinary session for the purpose of considering the cause of such disputes and shall abide by the authority of the Legislature in such circumstances.
