No. 55.

Introduced by Mr. Ellinwood of Cochise County.

A Proposition Relative to the Powers of the Legislative Assembly.

It is hereby proposed:

Section 1. Every bill shall be read on three different days in each House, and no bill shall be passed or become a law unless it shall have been printed and upon the desks of the members, in its final form, at least three calendar legislative days prior to its final passage, unless in a case of urgency two-thirds of all the members elected to each House, by vote of yeas and nays, dispense with this provision; and upon the last reading of a bill no amendment thereof shall be allowed.

No special or local law shall be considered by the legislature until notice of the intended introduction of such bill or bills shall first have been published for ten consecutive days in some newspaper published, or of general circulation, in the city or county effected by such law, stating in substance the contents thereof, and verified proof of such publication filed with the Secretary of State.
