A Proposition Relative to Privilege Licenses.

IT IS HEREBY PROPOSED:

The legislative power of this State shall never enact any law, ordinance, or authorize any police regulation, which shall require the payment of any license or tax by any person as a privilege of engaging in any form of manual labor as a means of livilihood.
