A Proposition Relating to Roads, Bridges Etc.

It is hereby proposed:

That the legislature may provide by general law for the laying out, construction, improvement and maintenance of highways, bridges and culverts, by counties or districts, or otherwise; and for the employment of convict labor for such purposes.
