The Convention considers Memorial 1 and Propositions Number 73 to 78, which are read the first time and referred to the Committee on Printing. Propositions Number 4, 6, 15, 18, and 19 are read a second time. Proposition Number 79 is read a first and second time. Privilege of the press is rescinded.

No. 73.

A proposition Relative to Education.
It is hereby proposed:
Section 1. The Legislature shall establish and maintain a system of free public schools wherein all the children of the State may be educated.
Section 2. Separate schools for white and colored children, with like accommodations, shall be provided by the Legislature and impartially maintained. The term "colored children," as used in this section, shall be construed to mean, children of African descent. The term "white children" shall include all other children.
