The Sub-Committee should be invited to continue its work, as it is clear that further consideration needs to be given to the issues in question.
A division of the existing Sub-Committee should discuss contemporaneously the relationship between any new Northern Ireland institutions and Westminster. [The existing Sub-Committee would be] supplemented by one additional member from each party and with the ability to split into sub-groups.
One report, possibly incorporating two documents reflecting the different decisions, would be the most likely form of the report back to Plenary.
A substitute [to be appointed] should any of the four Sub-Committee members be unable to attend a meeting.
