Resolved, (the two Houses of Congress concurring.)

That the Legislatures of the several States of the United States be requested promptly to pass such laws as are requisite to authorize the holding of special elections, to enable the whole people to vote for or against the proposition known as the Crittenden amendment; and that their decision shall be taken as a basis of settlement for all difficulties now seriously threatening our national unity.
