WORK IN PROGRESS - IN THE FINAL STAGES OF EDITING A series of talks launched by Peter Brooke, Secretary of State for Northern in Ireland, which began in April 1991, and were carried on intermittently by Brooke and his successor, Patrick Mayhew, until November 1992.

A series of meetings are held between different configurations of Party leaders as the transition to Strand II is further negotiated. Things become increasingly fraught but are finally resolved by the end of the day.

[Editor's Note: This proposal was not a written document, merely a verbal agreement. Although it is proposed by all four party leaders, it later emerges that they understood it differently.]

- the Dublin Government should be invited to join HMG in a joint Strand II Business Committee to establish the agenda for subsequent Strand II work;

- the two Governments should embark on Strand III. Each party should be able to nominate one member to be present as an observer for at least some parts of the Strand III discussions;

- the Strand I sub-Committee should, in parallel, continue its work on those items identified at paragraph 8 of the sub-Committee report (ie the Bill of Rights, finance, human rights and cultural expression and diversity).
