A message from the House of Representatives, by Mr. McPherson, its Clerk:

... The President of the United States has informed the House of Representatives that the bill (H. R. 214) entitled "An act to amend the act passed March 23, 1867, entitled 'An act supplementary to an act to provide for the more efficient government of the rebel States,' passed March 2; 1867, and to facilitate their restoration," having been presented to him on the 28th of February last, and not having been approved by him or returned to the House of Representatives in which it originated within ten days, (Sundays excepted,) has become a law, as provided by the Constitution of the United States.
