The Senate received a message from the House notifying the Senate that the House had disagreed to the amendments to H. Res. 402 and asked for a conference committee on the disagreeing votes of the two houses
In the House of Representatives. February 15, 1869:
Resolved, That the House non-concur in the amendments of the Senate to the joint resolution (H. R. No. 402) proposing an amendment to the Constitution of the United States, and ask a conference with the Senate on the disagreeing votes of the two Houses thereon.
Ordered, That Mr. Boutwell, Mr. Shellabarger, and Mr. Eldridge be the committee on the part of the House.
