Resolved, That the House non-concur in the amendments of the Senate to the joint resolution (H. R. No. 402) proposing an amendment to the Constitution of the United States, and ask a conference with the Senate on the disagreeing votes of the two Houses thereon.

Ordered, That Mr. Boutwell, Mr. Shellabarger, and Mr. Eldridge be the committee on the part of the House.
