1. (as expanded by Party Leaders Meeting) Each delegation to make a presentation on the second part of the options for new political institutions paper, taking account of the SDLP paper tabled on Tuesday entitled "Agreeing the Nature of the Problem". Debate should be restricted to broad brush discussion in advance of papers being tabled.

2. Plenary sessions should be adjourned for the remainder of 7 May.

3. A sub-committee should be appointed to discuss the paper circulated by the SDLP on 5 May entitled "Agreeing the Nature of the Problem".

4. The sub-committee should comprise two members per delegation plus one extra per delegation in the room as a helper or observer. Each delegation would also be allowed a maximum of three support staff in the building. This format should be adopted for any other sub-committees in the future.

5. The four party delegations would each produce a paper on institutional structures early on Monday 11 May, preferably by 9 o'clock. The Secretary of State would then consider whether they were of equal weight and could be considered at a plenary meeting later in the morning. That meeting could then appoint a sub-committee to carry on discussion of the four papers on Monday afternoon, Tuesday and Wednesday, and would report to a plenary session on Friday morning.

6. A Business Committee meeting would take place at lunchtime.
