WORK IN PROGRESS - IN THE FINAL STAGES OF EDITING A series of talks launched by Peter Brooke, Secretary of State for Northern in Ireland, which began in April 1991, and were carried on intermittently by Brooke and his successor, Patrick Mayhew, until November 1992.

Timetable for 25 June to 1 July

- plenary sessions should continue on 25 June and on Wednesday 26 June, with the Alliance Party proposal to work late on 26 June being adopted (although a finish time of 2130 posed practical problems in terms of travel);

- towards the end of the plenary sessions on 26 June, the Secretary of State would begin to identify common themes;

- parties should then spend Wednesday to Friday drawing up papers setting out their "bottom line" proposals on issues for further discussion in plenary session;

- these papers should be passed to the Minister of State in writing before the weekend, preferably with a contact telephone number so that the Minister of State could discuss any particular issue with a party representative.

- the Government Team would then draw up its own paper based on submissions from the parties - this would aim to reflect common themes and would be in the name of the Minister of State;

- discussion on it could begin at some stage on 1 July, with the Minister of State in the Chair in the absence of the Secretary of State;

- the Secretary of State would return to Northern Ireland on 2 July at which stage he could take up chairmanship of the plenary sessions;

- the process of identifying common themes might continue to late afternoon on 4 July, with the Minister of State chairing any meetings in the absence of the Secretary of State;

- the Government Team then proposed to leave consideration of the working pattern for the week 8-10 July open.
