Next Steps in the Process 21 May 1991
The first step was to make the revised Unionist position paper available to the other participants as constituting a clarification of the Unionist position of the previous week. The Secretary of State would take on this task.
Agreement was outstanding on the issues of location, terms of reference, and the identity of the chairman. If agreement could be reached on location and terms of reference, it would be unreasonable to hold up the process over the identity of the chairman. [In other words, Strand 1 should proceed with the identity of the Chairman to be resolved in the margins.] Dr Paisley indicated that in order to settle the question of location, the views of other parties were needed.
Practical Arrangements - the question of venue should be dealt with in the morning [of 22 May] with terms of reference being addressed in the afternoon. The Secretary of State would ask the other parties to attend.
