That this Forum calls on the Department of the Environment (DOE) and the 26 local-government authorities to negotiate a redistribution of environmental responsibilities within town and village boundaries; advocates business and other local participation in this matter; and seeks to encourage greater civic pride in the overall appearance of our towns and villages.
