JOINT UNIONIST AMENDMENT

OF

SECRETARY OF STATE'S PROPOSAL

8TH MAY 1991

1. Conclude Strand 1 talks in Stormont Parliament Buildings.

2. Hold transitional meeting in London to open Strand 2.

3. Move to neutral venue (outside UK and Republic of Ireland) and continue substantive business of Strand 2.

4. Hold transitional meeting between Strands 2 and 3 in Dublin.

5. Move to London to conclude Strand 3.

6. Signing in London.

It has always been accepted that there would be a degree of overlap between Strands. We have insisted that movement to a given Strand should depend upon substantial progress being made in previous discussions.
