Clarification of Unionist Position:

- Any meeting in Dublin would have to be during strand three because it would only be at that stage that the Unionists would have a clear impression of the Irish Government's attitude to Articles 2 and 3 and other important matters.

- An agreement among the parties would only be possible if there was also agreement on a new Anglo-Irish Agreement. The Unionist might be part of these discussions with the Irish Government.

- Unionists maintain that Secretary of State, as convenor of the Talks, should also be the host.

- The only remaining solution seemed to be to hold the talks outside the United Kingdom and the Republic of Ireland.
