MINUTE OF SECOND PLENARY MEETING OF STRAND 2, HELD IN LANCASTER HOUSE, LONDON, ON TUESDAY 7 JULY 1992

1. The Chairman sought the approval of the draft minute of the first plenary session which had been circulated to all the parties. Following discussion on the precise format for questioning of and responses to opening presentations (Item 4 of draft minute), the minute was agreed.

2. At the request of delegations, the Chairman re-emphasised the crucial importance of maintaining confidentiality in relation to all the proceedings in Strand 2.

3. The Chairman invited the UDUP and the UUP to deliver their opening presentations. Dr Paisley delivered the opening presentation of the UDUP (copy attached at Annex 1) . Following an adjournment Mr Maginnis delivered the opening presentation on behalf of the UUP (Annex 2).

4. It was agreed that a Business Committee should be established and should meet during the lunchtime adjournment. The Business Committee was duly appointed (composition at Annex 3) and met at the agreed time.

5. Following the lunchtime adjournment, Dr Alderdice, on behalf of the Alliance Party answered questions from other delegations on his opening presentation.

6. It was agreed that the Plenary would adjourn at 12.30 pm on Wednesday 8 July, and resume on Wednesday 15 July in Belfast. It was understood that at that time the two Governments would have information to communicate to the parties regarding the 'gap' between meetings under the Anglo-Irish Agreement which would facilitate a decision on the future work programme.

7. A brief statement was agreed for issue to the media (Annex 4) .

8. The Chairman adjourned the meeting until 9.15 am Wednesday 8 July.
