The Northern Ireland Forum for Political Dialogue is encouraged by the progress of the multi-party talks at Stormont; notes that the Rules of Procedure have been agreed, that the parties are coming closer together on an agreed agenda for the first plenary session and that the vital issue of the decommissioning of illegal arms is being discussed in detail; and condemns continuing IRA terrorist outrages and calls upon all parties to ensure that there can be no participation in the talks by a party which continues to promote any illegal organization perpetrating such outrages or which fails to totally commit itself to exclusively peaceful methods.
